| Ruth L. Greenstein is the Vice President for Finance & Administration
and the General Counsel for the Institute for Defense Analyses (IDA).
As IDA’s chief operating officer, she oversees a research and development
corporation with annual revenues over $150 million and 1,000 employees
at facilities in four states. Ms. Greenstein’s accomplishments
at IDA include negotiation of multi-year research and development
contracts totaling over $1 billion, substantial reduction of burden
multiplier, restructuring of insurance portfolio, redesign of the
pension program for tax and ERISA compliance, and implementation of
a fully-networked computer environment. She is currently directing
Y2K compliance, the transition to client-server business systems,
and selection, development, and financing of new facilities for the
company’s operations in Virginia and New Jersey.
Prior to her position with IDA, Ms. Greenstein was the Vice President
of Finance and General Counsel of Genex Corporation, a NASDAQ-traded
biotechnology corporation. While employed at Genex, Ms. Greenstein
was responsible for the full range of corporate legal matters. Her
major activities included two public and several private stock offerings;
acquisition of another corporation; negotiation of research and
development and/or licensing agreements; three major real estate
transactions; and formulation of corporate strategy for protection
of intellectual property, including oversight of litigation counsel.
Ms. Greenstein has also been the Deputy General Counsel of the National
Science Foundation and Deputy Assistant Director of Policy and Budget
for the International Development Cooperation Agency.
Ms. Greenstein is a member of the Board of Directors and the Cuairman
of the Audit Committee of PLATO Learning, Inc., a publicly traded
provider of computer-based and e-learning instructions for kindergarten
through adult learners. She is also a member of the Board of DIrectors
and Vice Chair of VSA arts, an affiliate of the John F. Kennedy
Center for the Performing Arts. She has also served as the
Chair of the Selection Panel for the AAAS Scientific Freedom and
Responsibility Award, as a member of the American Red Cross Committee
for the Protection of Human Subjects, as a principal of the Council
for Excellence in Government, as a member of the United States Department
of State Defense Trade Advisory Group, as a panel member and member
of the Steering Committee for the Center for Strategic and International
Studies Project on Export Controls in a Changing World, as the Co-chair
of the Advisory Committee for the AAAS/ABA Project on Legal and
Ethical Implications of Genetic Testing, as a member
of the AAAS Committee on Scientific Freedom and Responsibility,
as the Chair of the Central Intelligence Agency Academic Advisory
Panel to the Technology Transfer Intelligence Committee, as a member
of the National Academy of Sciences Panel on the Future Design and
Implementation of U.S. National Security Controls, as a member of
the Advisory Board, Special Report Series on Biotechnology of the
Bureau of National Affairs, Inc., as a member of the National Academy
of Sciences Panel on the Impact of National Security Controls on
International Technology Transfer, and as a member of the White
House Office of Science and Technology Policy Advisory Committee
on Scientific Communication.
Ms. Greenstein graduated cum laude from Harvard University
with an A.B. in government. She received a M.A. in International
Relations from Yale University and a J.D. with highest honors from
the George Washington University National Law Center. She is a member
of the DC and Virginia bar.
