Bills introduced in the 110th Congress

These bills have provisions that regulate or monitor greenhouse gas emissions under one or more existing regulatory policy. Since most climate change bills use the Clean Air Act as the regulatory framework for controlling carbon dioxide as a pollutant, those that incorporate additional laws are listed.
  • National Greenhouse Gas Registry Act of 2007 (S.1387) - Emergency Planning and Community Right-to-Know Act of 1986
  • Global Warming Pollution Reduction Act (S.309) - NEPA, Securities Exchange Act of 1934
  • Clean Air/Climate Change Act of 2007 (S.1168) - Clean Water Act
  • Climate Stewardship and Innovation Act of 2007 (S.280) - National Institute of Standards and Technology Act, Global Change Research Act of 1990
  • Lieberman-Warner Climate Security Act of 2008 (S.3036) - Clean Water Act, Securities Exchange Act of 1934
  • Save Our Climate Act of 2007 (H.R.2069) - Internal Revenue Code of 1986 (adds carbon tax)
  • Climate MATTERS Act of 2008 (H.R.6316) - Clean Water Act, Internal Revenue Code of 1986 (adds emissions registry)
