AAAS Comments on OMB Peer Review Proposal

AAAS has sent comments to the White House Office of Management and Budget (OMB) on its draft guidelines governing peer review by federal agencies. The proposal, which was published September 15 in the Federal Register, seeks to implement a standardized approach to peer review of scientific information used by agencies in setting regulatory policies. Public comments were due December 15.

In its comments, AAAS applauded the guidelines for recognizing independent peer review as a "critical element in ensuring the reliability of scientific analyses," but criticized sections relating to the selection of peer reviewers, the public disclosure of reviewers' identities, and the authority to waive the proposed requirements in certain cases. A copy of the comments, which were approved unanimously last Friday by the AAAS Board of Directors, was also sent to the White House Office of Science and Technology Policy.
