Eric A. Fischer, Ph.D., is Senior Specialist in Science and Technology
at the Congressional Research Service of the Library of Congress. He has
a doctoral degree in the biological sciences and has held several research,
policy, and management positions in the academic and nonprofit sectors,
including the National Academy of Sciences, the National Audubon Society,
and the Smithsonian Institution. He served as an AAAS Congressional Science
Fellow in 1987-88, working with the US Senate Budget Committee on science
policy and science education. His major policy research interests are
biotechnology, electronic government, and science policy. Since 1993 he
has served as a consultant to the National Conference of Catholic Bishops
for a series of dialogues with the scientific community.
