Department of Energy (DOE) national security laboratories (Los Alamos,
Sanida, and Lawrence Livermore), which have recently been embroiled
in controversies over lax security and thefts of nuclear secrets. This

at the weapons labs and on the labs' contributions to DOE's overall
R&D effort.

July Recess Update on R&D in FY 2000 Appropriations

A comprehensive report on R&D
in the federal budget
Our annual report on R&D in the federal budget is now available on line.
The full text of the 272-page report, including nearly 40 tables, is
available. This reference work provides a comprehensive analysis of
R&D in the President's budget for FY 2000, including specialized analyses
by theme, major agency, and discipline. A 16-page summary containing
highlights from this book is available as a Preview Report for AAAS

AAAS Analysis of Projections for R&D
in the FY 2000 Congressional Budget Resolution
This analysis, including 3 tables and a chart, is the AAAS analysis of
the outyear projections for R&D based on the FY 2000 congressional budget
resolutions. It is a companion to a similar analysis, released March 9,
of projections for R&D in the President's budget (see below). The analysis
shows that the House and Senate budget resolutions contain restrictive
discretionary spending targets that could lead to declines in both defense
and nondefense R&D in FY 2000 and future years. Please see below for more
information on R&D in the FY 2000 budget.

of R&D in the FY 2000 budget, the budgetary context for R&D, recent funding

of R&D to FY 2004 in the proposed FY 2000 budget. The AAAS analysis of
these outyear projections reveals that, despite the expectation of growing
surpluses, the Clinton Administation is anticipating declines in both
