I     Clarify technology transfer in Vermont
 
       (a)    Process
              1.  Clear, simple procedure
              2.  "One-stop shopping

       (b)   People and Roles
              1.  Clear assignment of responsibility, reporting line
              2.  Specific persons (offices) designated

       (c)   Outreach - develop mechanism to connect to small business
       (d)   Utilize AAAS Direct Assistance Program for external evaluation
 

II     Contribute to development of Vermont Technology Council Centers of
        Excellence
 
        (a)   Leadership and team for each Center clarified
        (b)   Action plan developed for each with emphasis on specific outcomes
        (d)   Identify and publicize early success stories

III    Development of external network for technology transfer decisions

        (a)   Identify viable businesses
        (b)   Marketing strategy
        (c)   Financing

IV    Obtain endorsement of the importance of economic development in the core mission
        of the University

        (a)   Obtain a charge from the President and the Board of Trustees
        (b)   Obtain a charge from above to the technology transfer task force
        (c)    Incorporation of "Contribution to economic development" into University
                mission statement

V     Explore the option of NSF Partnership Program

        (a)    Focused on economic development and technology transfer
        (b)    Outreach to small business with focus on SBIR
        (c)    Generate a proposal if option become viable
