Mark Milutinovich
Associate Program Director, Research Competitiveness Program

Dr. Mark Milutinovich is Associate Program Director of the Research Competitiveness Program (RCP), a Science and Policy Program of the American Association for the Advancement of Science (AAAS). RCP draws upon the resources of the science and engineering community to assist universities, government agencies, research consortia, and other institutions in planning, reviewing or evaluating programs and initiatives in research, development, and innovation.

Since joining AAAS in February 2006, Mark has managed teams that provided review and guidance services to numerous university and state-wide programs focused on research and innovation throughout the United States. In addition, he has managed a wide range of proposal review projects, varying in scope from institutional seed fund competitions to research infrastructure competitions focused on state-wide economic development. He has also helped organize symposia on topics of national and international science and technology policy, such as “APEC Symposium on Research and Innovation: Policy Mechanisms for Science and Technology Planning and Building Public/Private Partnership”, “Technology Transfer and Intellectual Property: From R&D to Commercial Product”, and “Research Competitiveness Strategies of Small Countries”.

Prior to joining AAAS, Mark completed an internship with the United State’s House of Representatives Committee on Science, where he helped organize hearings, attended legislative events, and contributed to multiple subcommittee communications. Before his transition to science policy, Mark obtained a Ph.D. in biology from the Johns Hopkins University in Baltimore, Maryland. Under the direction of Dr. Doug Koshland, his research focused on understanding the role of Structural Maintenance of Chromosomes (SMC) proteins in sister chromatid cohesion, a process vital to cell division. Originally from Ladysmith, Wisconsin, Mark earned a B.S. degree in biochemistry from the University of Wisconsin-Madison.
