January 4 update: - President
Bush signed the 2008 omnibus appropriations bill into law on December 26. According
to the AAAS FY 2008 Appropriations Summary Update, in
2008 the federal investment in basic and applied research would fall for the fourth
year in a row in real terms; total federal research and development (R&D)
would gain just 1.2 percent to $142.7 billion. The final agreement would give
most NIH institutes zero increases, and a 1.1
percent increase for NSF R&D. DOE R&D would rise, but Congress would
sharply reduce a proposed increase for the Office of Science
to reverse proposed cuts in energy R&D. The NASA budget would increase,
but despite congressional shifts NASA research funding would
decline. DHS and Commerce
R&D would gain substantially, while the return of earmarks would turn proposed
cuts into modest increases for USDA R&D. VA,
USGS, and DOT R&D would
increase, but EPA R&D would fall. The omnibus bill
contains $939 million in R&D earmarks in 2008 after
an earmark moratorium in 2007, down from $1.5 billion in domestic R&D earmarks
in 2006. The omnibus bill funds domestic programs overall at the President's request
rather than the higher levels in earlier House or Senate appropriations bills.
- In November, Congress finalized and the President signed
a 2008 DOD budget with a $13.0 billion "S&T" allocation, $2.2
billion of which would go to earmarked projects. There would be a 3 percent boost
for basic research ("6.1").

omnibus appropriations bill (Public Law 110-161) is an amendment to HR 2764, the
Senate-approved version of the State and Foreign Operations bill. The omnibus
bill combines appropriations for the 11 remaining 2008 appropriations bills. The
House approved the omnibus on December 17. The Senate amended the omnibus on December
18 before approving it, and the House approved the Senate-amended version on December
19. President Bush signed the omnibus bill into law on December 26. To find
