R&D Budget and Policy Program

Current Status of FY 2009 Appropriations

August 1 update:
  • Congress made limited progress on FY 2009 appropriations process before the August congressional recess. The Senate Appropriations Committee has now approved 9 of its versions of the 12 appropriations bills, but the full Senate has not debated any of them yet. Details of Senate proposals for R&D in the U.S. Department of Agriculture, and House and Senate proposals for Veterans Affairs R&D are now available. The Senate would add $1 billion to the request for NIH, and would boost funding for DOE's Office of Science and energy programs dramatically. Details of Senate funding for R&D in the Departments of Homeland Security, Transportation, and Commerce, and NASA and NSF are also available. The House has approved only 1 of its versions of the bills.
  • On June 26, the Senate approved the final version of the 2008 supplemental appropriations bill, which President Bush signed on June 30 (Public Law 110-252). As outlined in an analysis of the 2008 supplemental, the bill adds billions of dollars in defense development for 2008. The bill also provides $338 million in 2008 domestic science funding ($150 million for NIH, $62.5 million each for NSF, DOE Science, and NASA).
