Current Status of FY 2009 Appropriations

March 6 update:
  • President Obama signed the American Recovery and Reinvestment Act (HR 1; PL 111-5) into law on February 17. AAAS estimates the final stimulus bill contains $21.5 billion in federal research and development (R&D) funding, more than the $17.8 billion in the Senate or $13.2 billion in the House versions of the bill. The AAAS analysis of the final stimulus bill is now available.
  • Congress approved and President Obama signed a continuing resolution (CR) extending funding for all programs in unsigned 2009 appropriations bills at 2008 funding levels through March 11, 2009. All federal agencies except the Departments of Defense (DOD), Homeland Security (DHS), and Veterans Affairs (VA) are operating temporarily at or below 2008 funding levels until the CR expires or a final appropriations bill is enacted. The Senate is debating an omnibus appropriations bill (HR 1105), already approved by the House, that would give final FY 2009 appropriations for all programs in the 9 (out of 12) unfinished appropriations bills.
