This report is a summary of AAAS estimates and analyses of final FY 2001 appropriations for federal R&D. It is a preview of the publication Congressional Action on Research and Development in the FY 2001 Budget (above). This preview report includes highlights of federal R&D in FY 2001, the final R&D budgets of the major R&D funding agencies, and major R&D trends in U.S. industry. Also available (below) is supplemental material, including detailed updates on final FY 2001 appropriations for the major R&D funding agencies, historical tables, and full-color full-page charts.

AAAS Analysis of Projections for R&D
in the FY 2001 Congressional Budget Resolution
This analysis includes tables and charts of projections for federal support of R&D to FY 2005 in the final FY 2001 budget resolution. The AAAS analysis of these outyear projections reveals that the budget resolution would allow for increases in nondefense R&D in FY 2001 but cuts thereafter to FY 2005. By contrast, the President's budget (see March 22 and March 10 analyses, below) projects increases for both FY 2001 and future years.

This analysis of R&D in the FY 2001 budget is a preview of the forthcoming AAAS Report XXV: Research and Development FY 2001, a comprehensive reference on R&D in the federal budget. includes tables and charts of projections for federal support of R&D to FY 2005 in the proposed FY 2001 budget. The report will be released at the 25th Anniversary Colloquium on Science and Technology Policy, April 11-13. This preview report includes highlights of the President's request for R&D in the federal budget, industry funding for R&D, R&D at colleges and universities, and the outyear projections in the budget (also see below).
This AAAS document supersedes previous preliminary analyses of R&D in the FY 2001 budget (February 10, March 10) and incorporates final AAAS estimates of R&D, based on agency data obtained after the release of the President's budget. The supplemental material below also reflect final AAAS estimates.

AAAS Analysis of Outyear Projections
for R&D in the FY 2001 President's Budget (HTML)

 

This analysis includes tables and charts of projections for federal support of R&D to FY 2005 in the proposed FY 2001 budget. These data incorporate revisions made since February. The AAAS analysis of these outyear projections reveals that the Clinton Administration is anticipating real increases for most nondefense R&D programs to FY 2005. By contrast, last year's budget projected declines in most R&D programs.
