Abstract:    In 1973, the Office of Population of the U.S. Agency for International Development contracted with the newly formed AAAS Office of International Science to undertake a project on Cultural Factors in Population Programs. Anthropologist Ward Goodenough, University of Pennsylvania, chaired the CFPP advisory committee. Economist Irene Tinker, head of the AAAS OIS and an expert in the area of women and international development, directed CFPP's focus on integrating the anthropological community's experience with population studies into activities surrounding the 1974 U. N. World Population Conference in Bucharest, Romania. The CFPP project formally ended in 1977, but OIS staff continued to address population issues with an ethnography of reproduction project, studies of the ecological and socio-economic profiles of the rural poor in Kenya and Tanzania, symposia at AAAS annual meetings, and exploration of human settlement and energy needs as they affect population demographics and fertility patterns. The activities and outgrowth of CFPP were precursors to the AAAS OIS Population, Resources, and Environment Program.

Scope and Contents

Records include correspondence, reports, manuscripts, articles, notes, and audio tapes. Series I records document efforts by OIS staff under the CFPP project, funded by the U.S. Agency for International Development, that led up to the World Population Conference sponsored by the United Nations, held in Bucharest, Romania from August 19-30, 1974. As a preparatory activity, OIS staff collaborated with the Smithsonian Institution and the Population Commission of the International Union of Anthropological and Ethnological Sciences on a seminar. OIS staff interviewed 109 scholars of population, cultural change, and comparative development and produced a report Culture and Population Change, published in 1974, that summarizes theories used to explain variations in fertility among different cultures and subcultures. OIS distributed the report to the U.S. delegation at the World Population Conference and held a seminar on the interaction between culture and population in thirteen countries. Staff also arranged a compendium of articles from Science magazine entitled, Population: Dynamics, Ethics and Policy (AAAS, 1975). Another part of the formal CFPP project involved working with the Research Institute for the Study of Man, under the direction of Vera Rubin, in conducting seven Technical Support Projects in Colombia, Jamaica, Korea, the Philippines (three projects), and Thailand. In November 1976, OIS staff held a workshop on Population Change and Culture that drew on the 1974 position paper to explore a new cultural-historical theory of population change.

Series II documents an ethnography of reproduction project that grew out of CFPP activities. In connection with the U.N. World Conference on International Women's Year, held June 19 - July 2, 1975, in Mexico City, staff reviewed the literature on the impact of economic development on women and sponsored a seminar on "Women in Development" at the conference. Based on the literature review, cultural anthropologist Priscilla Reining, a AAAS research associate, designed a project to explore the influence of modernization on family size. Reining studied women in Kenya, Mexico, and the Philippines. Her methodology included gathering life histories, surveys, participant observation, and social character analysis. The study resulted in the publication of Village Women, their changing lives and fertility (AAAS, 1977).

The CFPP project formally ended in 1977, but U.S. AID again contracted with AAAS OIS in 1978 to prepare ecological and socio-economic profiles of the rural poor in Tanzania and Kenya. Staff organized two workshops of social scientists chosen from the AAAS Consortium of Affiliates for International Programs to prepare the reports. Series III includes records on the profiles project as well as material collected from the May 31 - June 11, 1976, U. N. Conference on Human Settlements, held in Vancouver, British Columbia. OIS convened a two-day symposium on habitat at the February 1976 AAAS annual meeting held in Boston, the papers from which are gathered in The Many Facets of Human Settlements: Science and Society, edited by Irene Tinker and Mayra Buvinic (Pergamon Press, 1977).

Finally, Series IV provides materials on institutions concerned with population issues, topics related to research on population, and articles collected on population, fertility, and demography used by staff as background.
