Abstract: Because of its interest in international activities and developing contacts with international science organizations, AAAS was closely involved in monitoring U.S. and U.N. Secretariat preparations for the 1979 U.N. Conference on Science and Technology for Development (UNCSTD). AAAS had two goals in this regard: 1) inform the American scientific and engineering community on the planning, organization, and objectives of the UNCSTD Conference, and 2) bring substantive policy issues related to the role of science and technology in the development process to the attention of the UNCSTD Secretariat and U.S. Coordinator office. These records document AAAS activities related to UNCSTD, both leading up to the conference and after it.

Series I contains records on the Asian Regional Seminar on Contributions of Science and Technology to National Development, held in New Delhi, India, October 4-6, 1978. The findings of the seminar were presented at two other symposiums held in Russia and the Philippines. This series includes mainly correspondence between international affiliates and major contributors to the seminar. There are also papers and summaries of the seminar.
In 1979, AAAS agreed to conduct four workshops for the U.S. State Department in preparation for UNCSTD. Each workshop explored a different aspect of the role of science and technology in development. Series II through V document these workshops. The records of each workshop typically contain planning materials, correspondence, agendas, research papers, and reports and proceedings. Series II: Women and Development, March 26-27, 1979; Series III: Building National Institutions for Science and Technology in Developing Countries, April 18-19, 1979; Series IV: Science and Technology for Development: Organized Labor's Concerns, May 7-8, 1979; and Series V: Role of Scientific and Engineering Societies in Development, May 21-22, 1979.
In December 1980, AAAS, the Indian Science Congress Association (ISCA), and the Indian National Science Academy (INSA) co-sponsored a global seminar on the Role of Scientific and Engineering Societies in Development, held in New Delhi, India on December 1-5, 1980. The seminar presented the current thinking of U.S. and foreign societies, from both industrialized and developing countries, on their roles in development. Three main goals of the seminar were 1) document prior activities of scientific and engineering societies in furthering development; 2) identify and discuss the types of development activities these societies can perform or contribute to; and 3) enumerate and describe specific cooperative projects. It was hoped that this seminar would encourage those societies not yet involved in development to initiative efforts in this area. Approximately 100 participants from all parts of the world attended the global seminar. Series VI contains correspondence, notes, memos, lists, financial information, grant material, and research papers related to the global seminar. These records mainly document the planning and preparation activities leading up to the seminar, especially the nomination process for participants. There is a significant amount of correspondence with individual participants as well as the co-sponsoring organizations, the ISCA and INSA. There are also files on the publication of the final report and proceedings. The series does not include many records that document the meetings and presentations that formed the body of the seminar.
Series VII documents the Continuing Committee on the Role of Scientific and Engineering Societies in Development formed to implement the recommendations of the 1980 Global Seminar and to give advice and counsel to organizations involved in these projects. AAAS and the Indian Science Congress Association shared responsibility for the committee. Comprised of 10 scientists and engineers from around the globe, the Committee met annually beginning in 1982 to exchange information on development-related projects carried out by engineering and scientific societies in many countries. The role of the Continuing Committee was to facilitate the exchange of information and ideas between scientific and engineering societies and other institutions and individuals interested in utilizing science and technology for development. The Committee also produced a newsletter that was distributed to over 1,000 societies in over 100 countries. Co-chairs of the committee were Kenneth Boulding and A. K. Sharma. The series contains correspondence, lists, agendas, notes, research papers, meeting minutes, reports, and proposals documenting the work of the Continuing Committee. The series focuses on the Committee's annual meetings from 1982 to 1986, but also includes information about the establishment of the Committee. The records from each annual meeting typically include an agenda, correspondence, attendance lists, notes, and minutes. In 1984 the annual meeting was held in conjunction with a larger meeting of U.S. and West German society leaders, which is documented in this series. A 1987 Seminar on Exchanges of Scientists and Engineers between the Federal Republic of Germany and the United States grew out of the 1984 meeting, and records from this seminar are included in this series as well. Finally, the series contains general correspondence files for the main Continuing Committee members.
AAAS organized a Panel of Experts on Science, Technology, and Women, at Mt. Holyoke College, September 12-16, 1983. The panel was part of a UNCSTD sponsored five day working conference and looked critically at the issues of science, technology, and women. Series VIII contains meeting materials encompassing notes, minutes, agendas, and correspondence. There are also numerous reports and papers outlining the conference highlights.
In 1984, AAAS reviewed and assessed the bilateral scientific and technical programs supported by NSF's Division of International Programs (1981-1982). The review was conducted by outside experts, societies and organizations. The program was designed to increase international collaboration between scientists and engineers, as well as between international organizations. The sub-panels of experts concluded the value of the NSF program is well justified and mutually beneficial to those involved. Series IX includes summaries and project reviews of the NSF Bilateral Cooperative Science Programs. Various Universities, Organizations and Societies gave opinions on the progress and importance of the program and its sub-panels. A final report is also included.
Series X contains miscellaneous files about various UNCSTD and UNESCO projects and activities. The files include conference/meeting/task force notes, correspondence and various other background materials.
