David Parkes joined the AAAS R&D Budget and Policy Program in 2015. He analyzes and reports on science funding in federal agencies and Congress, including R&D spending outcomes in the appropriations cycle, and co-writes the annual Guide to the President’s Budget: Research & Development.
Prior to joining AAAS, he worked at the British Embassy in Washington as a research assistant. In this role, he reported on science legislation and funding decisions in Congress, and coordinated workshops and exchanges to support US-UK collaboration across a full range of science and technology policy developments. His past internships were at the U.S. Department of State's public diplomacy communications bureau, and CRDF Global, a nonprofit that promotes international science cooperation.
Parkes holds an M.A. in International Science and Technology Policy from George Washington University’s Elliott School of International Affairs. He graduated from the University of Dayton with a B.A. in International Studies and French.
